For more than four decades, Kuwait University’s Public Administration Department has shaped leaders through its various programs. The department currently offers bachelor’s and master’s degrees and an integrated minor that bridges public and private sector theories. Students develop skills in strategic leadership, critical analysis, problem-solving, and policy-making. They benefit from practical, local experience through the department’s engagements with government agencies, corporations, and nonprofit organizations.
The department prepares undergraduates and professionals for administrative roles across public and private sector organizations, empowering them to manage institutions and enhance societal wellbeing. Guided by core values of integrity, knowledge creation, rigorous research, and community engagement, the Public Administration department maintains high instructional standards through continuous curriculum review and a robust research agenda.
Faculty members hold Ph.D. degrees from leading U.S. and U.K. institutions and lead dynamic teaching and active research initiatives. Housed within the College of Business Administration, the Public Administration programs offered integrate coursework in management, finance, information systems, and liberal arts to deliver interdisciplinary education.
The Master of Public Administration (MPA) program at Kuwait University equips students to excel in leadership roles across public, nonprofit, and private organizations. The curriculum blends theory and practice in strategic management and policy analysis to develop critical thinkers who communicate effectively and make sound decisions. Emphasizing professional values that include accountability, objectivity, and integrity, the MPA degree challenges students to be culturally aware and globally minded, ready to manage complex challenges.
Over 36 credit hours, students complete core courses, specialization requirements, electives, and a capstone project before demonstrating mastery through a comprehensive exam. Throughout the degree program, students gain competencies in governance processes, stakeholder engagement, and the analysis of complex issues. Admission is competitive, requiring a strong academic record, GRE or GMAT scores, three years of work experience, letters of recommendation, and a personal essay. Conditional admits may first complete foundational courses in economics or statistics. With an intimate cohort of around 20 students annually, the program fosters personalized mentorship and a collaborative learning environment dedicated to shaping future leaders.

The bachelor’s major in Public Administration provides a comprehensive 130-credit curriculum designed to prepare graduates for dynamic careers in government agencies, nonprofit organizations, and the private sector. The program begins with 61 credits of general education that builds essential communication, analytical, and interdisciplinary skills, followed by 36 credits of business coursework that introduces management principles and practices relevant to administrative roles.
A 27-credit core in public administration explores both theory and practice, fostering knowledge in policy analysis, organizational management, and leadership. Twelve credits of electives allow students to pursue specialized topics in areas such as administrative reform, e-government, development administration, volunteerism, and public decision-making. Finally, the curriculum is completed with 6 credits in related fields, including economic development and public finance. This balanced program ensures graduates are ready to address complex challenges and lead reform efforts across diverse sectors.

The 24-credit Minor in Public Administration offers Kuwait University students from all discipline a concise yet comprehensive introduction to the field. Five core courses, including Introduction to Public Administration, Public Policy Analysis, Human Resource Management, and Public Financial Management and Governmental Budgeting, provide foundational knowledge, while three electives allow for the exploration of specialized topics.

DR HAMED ALFRAIH
DR HAMED ALFRAIH
Dr. Hamed S. Al-Fraih is a Professor of Public Administration and currently serves as Assistant Vice President for Academic Support Services at Kuwait University. With a career spanning over three decades, Dr. Al-Fraih has held prominent roles across academia and government agencies.
His public sector experience began in 1993 as a consultant at the Civil Service Bureau. He subsequently led administrative workforce planning for Kuwait University’s Five-Year Strategic Plan (1995/1996–1999/2000). In 1996–1997, he served as a visiting professor at the University of Southern California (USC). He later contributed to major institutional reforms, including consulting for the restructuring of the Kuwaiti government (1997–1998) and leading the organizational development team for the Kuwait Cinema Company (1998–1999).
Dr. Al-Fraih has continued to provide strategic consultation to various government entities. From 2010 to 2012, he served as a consultant to the United Nations Development Programme (UNDP), and from 2012 to 2014, he advised the General Administration for the Bureau of Statistics. He also served as an advisor to the Social Development Office (2014–2016), the Ministry of Information (2014–2015), and the Minister of Higher Education (2014–2016). Additionally, he was a member of the Private Universities Council (2015–2018) and served as faculty member at the Military Staff College (2014–2016).
In addition to his administrative and consultancy roles, Dr. Al-Fraih has served on the boards of several companies.
His research interests focus on human resource management, reforming public organizations, and governance. He has published numerous scholarly articles in peer-reviewed journals, contributing to advancing the field of public administration both locally and internationally. Since 2017, he has served as a member of the editorial board of the International Journal of Business and Public Administration (IJBPA).
DR ALI AL-KAZEMI
Dr. Ali Alkazemi is an Associate Professor of Public Administration at the College of Business Administration, Kuwait University. He earned a B.Sc. in Finance from Kuwait University, followed by a Master’s degree (1988) and a Ph.D. (1993) in Public Management and Policy from the University of Pittsburgh, Pennsylvania, USA.
Dr. Alkazemi has held several key leadership roles, including Assistant Vice President for Academic Affairs for Agreements, Collaboration, and Teaching Development at Kuwait University (2005–2008), and Cultural Counselor and Director of the Kuwait Cultural Office in Los Angeles (2008–2013). Dr.Alkazemi served as a Board Member and Board's secretary of the National Bureau for Academic Accreditation and Education Quality Assurance (2014 -2020) He also served as Director of the Higher Diploma in Public Administration program from 2020 to 2022.Dr. Alkazemi’s research interests focus on ethics in public service, New Public Management, governance, corporate social responsibility, taxation, and public finance. His academic work includes publications in internationally refereed journals such as the Journal of Business Ethics and the International Journal of Public Administration. With over 30 years of experience in public administration consulting, he has led seminars and workshops for various public institutions in managerial ethics, organizational communication, administrative reform, leadership, teamwork, conflict and stress management.

DR YOUSEF ALMUTAIRI
Dr. Yousef M. AL Mutairi is an Associate Professor of Public Administration, specializing in Public Budgeting and Finance. He earned his PhD in Public Administration from Florida Atlantic University, USA.
With extensive experience in restructuring governmental organizations, developing job descriptions, and formulating procedures, Dr. AL Mutairi has made significant contributions to the field. His expertise spans teaching, training, research, and consultation across various domains of public administration.
Dr. AL Mutairi has published numerous scholarly articles in peer-reviewed journals, advancing the field of public administration both locally and internationally. His research interests include public finance and organizational structure development.
DR MOHAMMAD ALFAHAD
Dr Mohammad Alfahad is an Assistant Professor at the Department of Public Administration in the College of Administrative Sciences - Kuwait University. He Holds a Master's degree in Public Administration from The University of West Florida, specializing in Human Resource Management, and a PhD degree in Public Policy from George Mason University, specializing in Culture and Policy. In addition to being active in teaching and research, Alfahad has served as the assistant Dean for student affairs in the College of Administrative Sciences and headed the Business Administration Consulting Unit at the Center of Excellence (the consulting arm of the College) that serves as a gateway for businesses and Government entities and individuals seeking expert advice and professional development in various business-related areas. Mohammad has also served as the Head of the National Permanent Committee for Testing and Selecting Candidates for leadership Position in Government. Dr Alfahad enjoys working on the ground to solve Management, Public Administration, and Policy issues facing Government and Businesses entities. Currently, Dr Mohammad Alfahad is involved in various consulting activities in Kuwait and abroad trying to facilitate funding issues through non-traditional financial institutions
DR HANI ALSARRAF
Dr. Hani Alsarraf is a distinguished scholar and consultant in the fields of public administration and policy analysis. He holds a Ph.D. in Public Administration from Cleveland State University, a Master of Public Administration from the University of Colorado Denver, and a bachelor’s degree in Political Science and Public Administration from Kuwait University. He is currently an Assistant Professor in the Department of Public Administration, Kuwait University.
Dr. Alsarraf brings extensive professional experience, having served as a consultant for the National Observatory Center for Sustainable Development and Future Foresight, and as a contributor to capacity-building efforts at the Kuwait Public Policy Center through the United Nations Development Programme (UNDP). He was appointed to the Special Task Force responsible for shaping the vision and strategy of the Diwan of the Prime Minister of the State of Kuwait and was also a member of the Experts’ Team tasked with evaluating national plan proposals at the General Secretariat of the Supreme Council for Planning and Development. Additionally, he served for nearly a decade on the Technical Team of the Kuwait National Competitiveness Committee, which operates in partnership with the World Economic Forum.
Dr. Alsarraf's research interests focus on ethics, transparency, and governance in public service; the public policy process and analysis; knowledge-based economy and information and communication technologies (ICT) in public organizations. He has authored book chapters and published numerous scholarly articles on these themes. In parallel, he has delivered a variety of training programs for public and private institutions on topics such as public policy analysis, ethical decision-making, organizational communication, and leadership development for public managers.

DR SHAHAD ALTAMMAR
Dr. Shahad Altammar is a Faculty Professor at the College of Business Administration with a PhD and Masters degree in Policy and Governance from the University of Pennsylvania. Her professional experience includes roles at the United Nations, Georgetown University, International Investment Fund, Chamber of Commerce, and the Development Foundation. She possesses expertise in training and research, with substantial contributions to scientific organizational publications. She is a Merit Fellow of the Massachusetts Institute of Technology in international economics, with specializations in governance and organizational transformation, crises management, privatization, information economy, and technology innovation.

DR FAISAL ALMONAWER
Dr Faisal Al Monawer earned a Ph.D. degree in Public Administration - majoring in Public Finance - from the University of Illinois, two masters from the University of Pennsylvania and Harvard University. Beside teaching at Kuwait University (College of Business Administration), Dr. Al Monawer taught as a faculty member and conducted numerous academic research at prestigious universities like Harvard University & University of Pennsylvania.
Dr. Faisal’s research merges three subject areas of financial management, public finance, and governance focusing on regional context. Professor Faisal’s other research examines subjects such as the measurement of government financial conditions, and intergovernmental collaborations. He teaches courses in public budgeting, public financial management, political economy, and public administration.
Additionally, Dr. Faisal Al Monawer has an international professional experience, he is a serial entrepreneur who invested in numerous startups at their early stage which are currently recognized as multibillion dollar corporations. He is the head of the Captive Venture Capital Fund - Arabian Group which is mainly dedicated to innovation & technology, AI, renewable energy (esp. battery energy storage) and EV types of investments, and founded/cofounded one real estate fund in London, as well as two venture capital funds located in New York and San Francisco.
Dr. Al Monawer holds key leadership roles at international companies (I.e., Advisory Board Chairman at KX Power - London) and played an instrumental role in closing world class deals such as KX Power (London) joint venture partnership with BlackRock. He also holds a global advisory role for funds advised by Franklin Templeton.
Students Club
Established in January 2016, the Public Administration Club provides students with academic and recreational services. Our aim is to bring forth a generation of youth equipped with leadership skills that strive to achieve a higher level of ambition and diverge from the status quo. The Public Administrations Club works as a company and brings together all majors of the College of Business Administration to add value to our community. We believe that each sector must work together efficiently and ethically for the company to become successful and benefit our society.
